Caregiver Programs
The Caregiver Program is for individuals who want an immigration visa to work in Canada as caregivers. On June 18, 2019, a new caregiver immigration pilot was launched replacing the old caregiver programs. The new caregiver programs have a quota of 5,000 total applications each year under both caregiver pilot programs. The Home Child Care Program and the Home Support Worker Program are 5-year pilot projects that allow qualified caregivers and their families to come to Canada with the intention of becoming permanent residents.

New Caregiver Program
The old program was employee-driven and employer-focused, meaning employers were able to hire employees through Labor Market Impact Assessment and, the employees were bound to work for the employer. Caregivers who are hired by an employer outside of Canada are no longer subject to the LMIA process. However, employers hiring caregivers must still comply with the requirements of the Immigration Act. Now, the caregivers who are issued an occupation-specific work permit are not bound to work at that particular employer or location and are allowed to work for any or multiple employers or locations as long as they have the same occupation.
Second, the old program allowed only the caregiver to enter Canada. Caregivers were not permitted to bring their dependents with them. A new program has been introduced which allows the entry of spouses and dependents at the work permit stage, along with the principal applicant.

To qualify for a HSWP or HCCP (Home Child Care Provide/Home Support Worker Pilot), applicants must meet certain requirements.
- You need to have a valid full-time offer from a Canadian employer for the care to be provided to a child or children or a high medical needs patent.
- If you’re applying for Home Child Care Provider (NCC 4411) or Home Health Aide (NHC 4412), you must have education, training, or experiÂence in the same occupation.
- Have CLB 5 available in English and French.
- You must have completed one year of post-secondary education in Canada or have an equivalent foreign education (ECAR report is required for overseas studies).
- Be eligible for Canadian residency.
